The Department of Communities has developed thise free online courses in partnership with Linkwest and iClick2Learn to support committee and board members of community managed early education and care services based in regional Western Australia.
Understanding these fundamentals will put your service in a better position to attract funding and new families.

Course 1. Education and Care Services Committee and Board Induction
Through the principles of good governance, your committee will understand:
- How to deliver a high standard of care to families, while meeting legal and regulatory requirements.
- How to assess, plan and implement good governance practices and compliance checks for your centre.
- How to improve the way your committee and management team plan, achieve and monitor long-term goals.
The course covers:
- How governance differs from management.
- The four key elements of good governance.
- Roles and responsibilities of committee members.
- Strategies for making informed decisions.
Completing the course
The course has 3 sections containing an introduction, lessons and a summary. It takes approximately 1-1.5 hours to complete the course in one sitting or lessons can be completed in minutes and saved individually as time permits.
Once you have successfully completed this course you will receive a certificate that can assist your service to demonstrate compliance with Quality Area 7.
Course 2. Education and Care Services: Improving Committees and Boards
Through the principles of good governance, your committee will understand:
- How to create and maintain a strong committee in an ethical and positive workplace and monitor individual, committee and service performance.
- Their individual and group responsibilities in the areas of finance, strategic planning and risk management.
- The processes involved in keeping your service on track with its mission and purpose.
- The importance of developing and maintaining policies and procedures.
The course covers:
- The process involved in planning and implementing strategies to achieve your service’s mission and purpose.
- Ways to work with the people in your service to monitor and enhance performance and achieve your service’s goals.
- The ten golden rules of risk management and the most common risks experienced in the education and care services sector.
Completing the course
The course has 10 sections containing an introduction, lessons and a summary. It takes approximately 3hrs 20 mins to complete the course. We suggest you schedule one section per month to complete the course along with your committee.
Once you have successfully completed this course you will receive a certificate that can assist your service to demonstrate compliance with Quality Area 7.

The committee and Board Induction course gives a broad introduction to governance which will give you insight into what governance is and how it works from a committee’s point of view.
The Improving Committees and Boards course builds on the first course by giving you more practical ways to monitor and improve the performance of your committee and service.
This is a self-paced learning course that you can begin immediately upon purchase. It is available 24/7. You have access to the course/s for 3 years from the enrolment date so can finish the course at your own pace.
Yes, you certainly will. Both eCourses include a certificate of completion when you complete all knowledge-based quizzes as well as badges to collect along the way.
We will add to the course as needed, and review the course formally every three years, unless there are changes to legislation that require an earlier review.
